Iran has leverage, most importantly by being able to threaten security of the Gulf Arabs and their puppet masters.
And the oil supply hubs of the region were not yet sufficiently targeted, presumably because Iran is keeping it for leverage in a worst-case scenario.
Even against Israel, Iran has some military leverage. In the last few days of the war, interception rates were falling rapidly due to degrading stockpiles. But then, it stopped, because it was decided to negotiate.
Iran just always stops right when the pressure on the enemy starts to kick in. Because some of the officials still have a delusional belief that diplomacy is possible. As long as this mindset prevails among the country’s elites (among them Araqchi, and yes, also Qalibaf), nothing will change.
I pray that the officials will at some point start to really listen to the words of Martyr Khamenei and the new Leader, his son, Sayyed Mojtaba.
