I think its more like Jolani / Sharaa realized he got himself into a pickle and the people whose country he is running / took over do not want to allow Israel to colonize / seize southern Syria.
So Jolani is hedging his bets a bit from the Israeli / NATO axis and is keeping russia in syria as well, IMPORTANTLY NOW southern syria, and i believe it is to serve as a deterance to Israeli aggression. If sharaa / jolani allows israel to continue controlling southern syria and annex it, he knows that could spark an internal revolt and collapse of his regiem, and so hes trying to avoid syria being carved out by israel by placing russian troops and bases in southern syria as a deterrent
