Russia’s presidential special envoy Kirill Dmitriev stated Russia is willing to discuss security guarantees for Ukraine, with two key conditions: protection for Russian-speaking populations and Ukrainian neutrality.
“Not that many issues on the table — and by understanding how they can be resolved diplomatically, a solution can be found pretty shortly,” he told Fox News.
