According to a report by Safa News, Israel is accelerating its plans in the occupied West Bank through land annexation, settlement expansion, and the creation of “enclave” projects, with the goal of making the occupied West Bank an inseparable part of its control. These enclaves, which trace back to 1967, rely on a network of checkpoints and settlement outposts to isolate Palestinians and disrupt connectivity between different areas of the occupied West Bank.

They form part of a broader strategy by Israel to fragment Palestinian lands into cantons and enclaves, starting with the isolation of Gaza and extending control over occupied Jerusalem and the Jordan Valley.

The enclave project began with the implementation of the “Ayalon Plan” following the initial occupation in 1967, intending to transform the occupied West Bank into divided, monitored territories.

This strategy included the first forced displacement of the Moroccan Quarter in occupied Jerusalem and the initial Judaization of Al-Aqsa Mosque. By 2022, settlements had occupied nearly 7% of West Bank lands, while newly established settlement outposts had taken over up to 14% of uninhabited lands by the end of 2024.

The expansion of enclaves also involved building the Separation Wall in 2002, establishing 914 checkpoints, and constructing roads dedicated to settlements.

More than 23 Palestinian areas are now completely isolated in northwest occupied Jerusalem. According to Safa News, these measures restrict freedom of movement between Palestinian communities and represent Israel’s “state of hysteria” in creating a new reality that confines Palestinians within continually expanding cantons and enclaves.
